As a part of the instructions of the Head of State Tokayev K.K. on providing assistance to flood victims in 12 regions, the Agency for Regulation and Development of the Financial Market, together with banks and microfinance organizations, is implementing measures to support affected citizens and small and medium-sized businesses. 

As a part of assisting affected borrowers, banks and microfinance organizations are implementing the following measures:

• all citizens classified as flood victims, according to the lists of local executive bodies will be provided with an automatic deferment of loan payments for a period of 3 months from April 1 to June 30, 2024 year,
• on loans of affected citizens, fines and penalties will not be charged for late payments, that arose due to the impact of the consequences of floods,
• all affected individual entrepreneurs, as well as small and medium-sized businesses for which floods caused disruption of economic activity, will be granted a deferment of loan payments, taking into account the application they submitted.

Banks and microfinance organizations will conduct an individual analysis of the situation of each affected borrower to assess the impact of damage from the disaster to property and personal households, income and financial situation of the borrowers, based on which additional measures of personal support for loans will be determined.

In order to inform affected citizens and entrepreneurs about measures to help borrowers, specific algorithms for submitting relevant applications and the procedure for restructuring loans are published on the official websites and accounts of credit institutions on social networks. 

Banks and microfinance organizations are implementing a service for remote submission of applications by affected borrowers, in order to facilitate the process of interaction with borrowers.
